Message from the Vice-Chancellor

It is privilege to serve as the first Vice-Chancellor of Purnea University, Purnia located in the NorthEastern part of Bihar. The establishment of this university was essential and long-awaited. The entire region ranks dismally low in terms of several indices of development, education, but one is struck by the fact that the potential and talent of students here is by no means lesser than those studying in universities located elsewhere. The natural pollution free environment of this place also has its own historical legacy on which Purnea University would build upon, and create a mark in the global educational scenario. An environ of meaningful interaction and dialogue is to be created between the teachers and the learner, so that an atmosphere of academic excellence nourishes the pool of untapped talent of this region.

Universities in India are offering an average of 20 to 25 courses at a time, while the best established universities have been offering around 500 to 1000 courses on an average. Internationally ranked universities have courses running in thousands in each domain of edge. An awareness of the vast area of studies and research is something that Purnea University endeavours to impart to the students of this region. An infrastructure which is at par with international norms is to be developed and nurtured in this university and we are determined to achieve this. We intend to build a sustainable model of intellectual excellence along with an awareness of community and moral values which is in consonance with world-class scholarship. We also want to evolve an environment where continuous critical enquiry would ensure contribution to the ever expanding field of knowledge. For this, linkages have to be developed, connecting Purnea University to other national and international centres of academic excellence.

Prof. Rajesh Singh is presently serving as the Vice-Chancellor of Purnea University, Purnia, Bihar, India. He is the first Vice-Chancellor of this newly founded university. Before Joining as the Vice Chancellor, Dr. Singh was serving as the Professor since November 2006 of Genetics and Plant Breeding/Plant Biotechnology in Banaras Hindu University, Varanasi, Uttar Pradesh. Dr. Singh has also served as Chairman/Dean of Press, Publication and Publicity Cell for about seven years. Serving as the founder Coordinator (Plant Biotechnology) at RGSC, Barkachha from 2008 to 2012 (4 years), Dr. Singh has conceptualised and initiated this programme. He was one of leading player in implementing the project while serving as a Secretary-cum-Coordinator for USAID (United States Agency for International Development) funded 50 million dollars project on Agriculture Education and Research involving 5 US universities and 3 Indian universities with BHU as its Nodal Centre. Dr. Singh has served, studied and exposed to diverse research-education systems like ICAR System (IISR Lucknow, VPKAS Almora, DRR Hyderabad) Central University (BHU, Varanasi), SAUs (HAU Hisar, GBPAUT Pantnagar, NDUAT Faizabad) He is associated with International Universities (Cornell University, University of California Davis, University of Georgia, Tuskegee University, Tennessee State University, University of Nebraska Lincoln). He has served as Visiting Fellow in the US universities like Tennessee State University, University of Nebraska Lincoln. He has participated as a member in negotiation and finalization of 35 International MoUs between BHU and International Universities during 2007-2013. He has authored over 250 publications including 21 Books/ Bulletin. He has also been a member of many editorial boards including Chief Editor of International Journal of Biotechnology and Crop Sciences. He has guided/ guiding 65 Ph.Ds/ M.Sc. students research theses, generated about 61.5 crores funds through 25 National/ International Projects, developed and released 16 varieties of Rice and Maize. He has planned and executed more than 12 explorations of N-Western Himalayas as the team leader and collected and conserved three thousand multi-crop germplasm and helped in formation of 12 Farmer Producer Companies to benefit 12 thousand farmers to double their income.

At the inception, we propose to offer courses that shall cater to and attract the present scenario in the job industry. In the first year, 50 departments offering about 50 courses are being brought up. In the second and third years of Purnea University 250 more courses have been planned and are in consideration. By the sixth-year of its birth, this University shall be running 100 departments and 500 courses, thus making this region a hub of educational outreach.
